Cisco acs is not syslog server, so you dont use it as syslog collector. 

however if you want to send acs syslog logs to a another server, hosted on some windows device then you can use this document

The equipment I want to check is Windows-based acs.

The link you gave me appears to be acs appliance equipment.

As far as I know, gui itself is different,
I wonder if I can set up and work with a syslog server on Windows-based acs.
