Cisco Configuration Professional not supported on ISR4331 K9/SEC Router?

Hello, I'm hoping this is the right place to make this post, if not please recommend a better discussion area/group.

I was looking at trying to use the CCP software from a Windows XP and/or Windows 7 machine to connect to a 4331 router but it returns "Device cannot be discovered. See help for more information." when trying to connect/discover on the management interface port. Looking at the release notes for 2.8 it does not show the 4331 router, but it does show the 4431 router as being supported. Doing "show flash: | i cp" does not return any files, so it appears it doesn't even have the files on the router. I'm assuming this is the problem.

But is there something else that I'm missing? I configured vty 0 4 with privilege level 15, transports in/out telnet and ssh, ip http secure-server and the http timeout policy as specified here (http://www.cisco.com/c/en/us/td/docs/net_mgmt/cisco_configuration_professional/guides/CiscoCPqsg.html#wp125946). I am assuming it needs the CP files, but because it's not listed as supported and did not come with them pre-installed, I do not want to make an assumptions about their viability.
