Cisco ISR 4331 - SCP/SFTP Server - Use SFTP client like WinSCP/FileZilla to transfer files to/from router?

Is there a way for the router itself to act as a SCP/SFTP server so a SCP/SFTP client can connect to the router and transfer files?

Unlike the ISR G1/G2, ISR 4k routers now have internal eflash modules. These are not only very expensive but it requires powering down the appliance to upgrade/replace.
Because of this, the router now has very limited flash space to host files. Using the ISR 4k to host files is no longer feasible.
Cheaper to get a Raspberry Pi to do this.
