What you mean by requirements?

 Basically you need to have the license file and load the file in:

Administration / Licenses and Software Updates / Licenses

thanks you to reply, i want to know what can i do before to active license into prime infrastructure.

so i'm register the license PAK to www.cisco.com/go/license and upload the file into prime but my prime server ask me the operator center license.

There´s nothing to be done before. In all times I loaded license on Prime, I just got the file and upload via ADD bottom.

operator center license is the directory: Administration / Licenses and Software Updates / Licenses

but after the system ask me operator center license

i have got the operator Base license in my PAK
