cisco prime network control system(ncs) can't connect webpage(GUI)

I have some problem that I can't connect web page(GUI) about cisco prime ncs

I couldn't connect web page(GUI) so I did reboot that device but still couldn't connect web page

I did below command but I couldn't  resolve this problem

NCS stop
NCS cleanup
NCS start

NCS stop
NCS DB reinitdb
NCS start

I was deleted my ncs' database after implementing command , so I want to save before implementing command.

Hi 

I see " Database server is in stop" state and cannot start DB error message. Looks like issue with DB 

please open up a TAC case to assist you.
