I am receiving an communication state of Unreachable but Operational state is available...What would cause a N.E. to go or have that state

Network Element is N.E.

This is State is Unreachable in Cisco Prime Optical application....

In the application Cisco Prime Optical, I am receiving an communication state of Unreachable but Operational state is available...What would cause a (Network Element) N.E. to go or have that state

Cisco Prime Optical Manager
