cisco prime version 3.7 (Operation Center)

Hi, Can anyone tell me what is Cisco Prime Operation Center and why we use this. I have a requirement for this in my network. Kindly find below the two requirements.

1- All CPI's server will be managed by one CPI-OPS server.  <<<<<<< (what does that line means) ?

2- All the CPI servers would be connected to CPI OPS server using SSO and CPI OPS only would be
connected to TACACS+.
