Failed to fetch config using RCP.Connection timed out: connect Verify RCP is enabled or not

This means that RCP was most likely blocked between the CiscoWorks server and your device. If you want to use RCP, check to make sure 514/tcp is open between the server and device, and that RCP is properly enabled on the device.
