Most of our devices are currently in DNS and the hostname is resolving correctly. However, I am seeing multiple duplicates (around 200) on each discovery where the device is added with the IP Address as the hostname/display name. Shouldn't Common Services recognize these are duplicates based on IP Address?

It depends on what options are selected in a couple of settings in Device and Credentials - Device Discovery - Discovery Settings:
