I am trying to configure a SG350 that is already setup with interfaces and vlans and operating in my network. I am using this guide

Seems pretty easy. I have assigned an IP of 192.168.10.254 to the oob interface and did no shut command. All looks ok but when I do a show ip int oob command I see in the IF Status column UP/Down indication. Why? I don't have anything plugged into the oob port yet but when I tried that a few weeks ago same indication. I tried some speed and duplex settings but no change. Should this say UP/UP as soon as I completed configuring it?
Maybe there is another config setting that I need to modify?
Once it works I am assuming I can browse to 192.168.10.254 to get into the gui?
