EEM + Cisco IOS

Hi all, 

Is there any way to patch or embed EEM scripts with cisco IOS instead of saving the script in running configuration.?

All user policies must be configured in order to be registered.  IOS does ship with some built-in Tcl policies, but even those need to be configured to be enabled.  There is no way to embed a user policy into an IOS image.
