I notice there is no IP-address in the FTP-url?
copy disk:/defaultRepo/<filename> ftp://111.222.333.444/reportsOnDemand
or is reportsOnDemand a DNS-entry that resolves to an ip-address?
you can also add the location as a new repository
repository RemoteRepo
url ftp://111.222.333.444
user RepoUser password hash aabbccddeeffgghhiijjkkllmmnn
then list the repository to check if you can access it.
show repository RemoteRepo
then copy a file
copy disk:/defaultRepo/<filename> repository RemoteRepo

you want a disk-to-disk copy?, that should be no problem
then you should not use ftp://... in the destination but also a disk+directory

I suggest you read the Prime Infrastructure 3.5 quick start guide.
in this document is descried how to make your backup and how to restore this.
You can also try to do an "in-line-upgrade" where you do not need to restore
(i would take the backup anyway, if anything goes wrong, you can do a fresh installation and restore)
reed the section that starts with
You can upgrade the following 3.1.x, 3.2.x, 3.3.x and 3.4.x Prime Infrastructure versions to Prime Infrastructure 3.5:
and check your running version is listed.
