A configuration file seems to be locked in Ciscoworks RME
by a user.
the file does not show up in:List Checked Out Files, or Job Management.
It looks like Bug ID CSCds13128, witch describe the following:
If two users try to open a configuration for a device simultaneously, the device may occasionally go into a state where it will be shown as locked, but neither of the users will be able to unlock the device.
Workaround:
Delete the device from inventory and add it back again.
