GUI Configuration for 9200L

Have been asked to troubleshoot an issue with web GUI access to a 9200L. Can web browse to the switch and see the GUI interface, issue is the only options available in the GUI are Dashboard and Monitoring. Need to figure out why the Configuration section is not available. Any ideas? Thank you.

Firmware is 16.9.2 CAT9K_LITE_IOSXE
