Image deployment - SCP timeout

I am running PI 3.1.3. I have a Cisco Catalyst 3650-48PS-E Switch, and I am attempting to deploy image file cat3k_caa-universalk9.SPA.03.07.02.E.152-3.E2.bin. We have configured PI to use SCP first, followed by FTP, and the transfer with SCP is failing. The message we get is:

Software Clean Command Execution Success.Checking if HTTP server is enabled on the device...Http Server is not enabled, will continue with Software Upgrade Operation.Loading Image File to Device : Copying image cat3k_caa-universalk9.SPA.03.07.02.E.152-3.E2.bin to the flash flash: failed. Error: A timeout occurred while commincating with the device. Check device credentials and SSH/telnet reachability..

I have done a packet capture on the software distribution server and the SCP transfer goes fine for just about 3600 seconds (1 hour) before the switch decides to close the TCP connection. After the SCP fails, I see the FTP transfer begin which completes successfully in about 700 seconds.

I am responsible for managing Prime, but I have no practical experience managing the configuration of a switch/router. So I wondered if there is a timer on a 3650 that controls how long an /active/ SCP connection will live? Just to be clear, this is not an idle TCP connection - it is an active file transfer that the switch decides to close with a TCP/FIN after about 60 minutes.
