In Qos, Is Policing mecahnism affected by Queueing mechanism?

In my understanding, queueing is for the buffered packet. But policing does drop instead of buffer the packet, then Is policing affected  by queueing?

It could be.  It depends on the particulars of packets being queued and the particulars of the policing.  It, I think, would require the queuing to be upstream of the policing.
