You have not told us which 3600 router it is and you have not told us how much memory and how much flash it has, all of which help determine what release would work for you. But if the question is what is the latest version of IOS then the Feature Navigator on the Cisco web site says that this is the IOS:
c3640-i-mz.124-23.bin
note that this requires 64 MB of memory and 16 MB of flash.

The additional information allows me to offer you a better suggestion. It shows that you are running the IP PLUS feature set which includes support for DLSW+ and it shows how much memory and flash you have. I checked the Feature Navigator on the Cisco site and it shows that the IP PLUS feature set in the 12.3 and 12.4 releases require more flash than the 16MB that you have. So the most recent release that will run on your existing hardware using the IP PLUS feature set would be:
c3660-is-mz.122-46a.bin
which is the most recent release in version 12.2.
