IPCOM 1.0 device manager

I just installed the eval of IP Communications Operations Manager on a win2k3 server. When I try to access the device manager on common services it doesn't load. The new window pops up, and the it never finishes loading. What am I missing? Is it a server setting error? Or is it an application issue? How do I add devices to the inventory?

check if the appropriate Java Plugin is installed in the win 2k3 server

There is no Java Plugin requirement in any of the documentation. It runs on common services 3.0 which I thought does not require java? Do you know what plugin is required?
