I am getting following error message from LMS saying license server is down. I have LMS 3.1.
" Error communicating with license server. License server may be down. Please restart the license server and refresh the page"
Anybody knows what might be the cause or how to rectify this issue?

I cannot restart the services Deamon manager. It stops. And the pdshow gives me below erorr. This was a working LMS and all of a sudden I cannot figure out what might have gone wrong.
E:\Program Files\CSCOpx\bin>pdshow
ERROR: connect to dmgtd process on "127.0.0.1" on port 42340 failed:
JRM server is down or inaccessible for this user
E:\Program Files\CSCOpx\bin>pdexec.cmd DCRServer
ERROR: connect to dmgtd process on "127.0.0.1" on port 42340 failed:

pdshow does not work if dmgtd(the LMS Daemon Manager) is not started, also trying to start DCRServer alone will not be successfull if the database is not running.
To start the LMS daemons correctly from CLI (Dos-Box) use the follwing command:
net start crmdmgtd
then wait around > 15 min before trying to login
to stop the daemons form CLI use:
net stop crmdmgtd

Thank you for responses. I figured out the issue. The LMS server was on windows domain, and a recent change in group policy has made the casuser's password not complying to the group policy.
