Does anyone know if the logging statements are needed in order for Ciscoworks to recieve traps?

If you are referring to syslog messages, then yes.
If you are referring to snmp traps, then the logging command is of no use. CiscoWorks does not do much with SNMP traps though, so you want to make sure you are sending syslog messages to CiscoWorks.

RME uses Syslog
DFM has very limited SNMP trap processing:
