NCS N520-20G4Z-A Licensing

I am a novice network guy.  If I have missed something obvious, please let me know.

 I have a N520-20G4Z-A and using SFPs only in ports 4,5,6, and 7 - Port 7 won't come up.  There are no other connections to the router.  The four of the ports are configured identically. I can move the SFP in port 6 (SFP link works as expected) into port 7 and port 7 will not "up up".  I shut/no shut the port - no change.  I move the SFP back to port 6 - light goes green (the trap is clean).  Any Ideas of why?

 When I put a SFP (CISCO brand) in port 7 (or any other port) the SFP is recognized correctly.   Nothing in the logs state any errors (apart from my removing and inserting the SFPs).  Two of the SFPs I have tried are not listed in Cisco NCS 520 Ethernet Access Devices Feature Optics Matrix but are recognized.

 If a SFP is not listed on paper but recognized in the device, will it work?

  Reading the N520 documentation - all of the ports should work as 1G without special licensing.  I installed 4 1gb licenses on the router.  No change.  As a side note, the directions to install licenses on the 520 did not match the steps I had to do on my router to get the licenses installed.

 Thank you for any advice on how to move forward.  I have not rebooted the router, could that help?
