Network Fundamentals issue

I have a General Topic , let's discuss about , 
let's assume I have PC connected to the Internet thru Router or 100 of rotuers  and Switch ,
I can't download a file or page is not loading, 
now for Tshoot , as per my perspective,

1- L1 

2- L2 

3- L3

4- L4 / Tcp check if there is a latency , 
is there anyone has a different IDea , what if issue in one of the routers how can we identify it , 
which tools * tracer , ping pingpath , what else , 
can we use IPerf in this case and can we have same function, 
lets share a knowledge about it

tough one. I would start with a traceroute and check which hop has high latency...

yes , but we can have very good knowledge about it , 
I can add pingpath will check latency and we can always see TCP if there is a delay or congestion
