The switch is up and running properly (seemingly so anyway). I discovered the problem later when I was looking at LMS and noticed there was a unit that was not collecting its config. I updated the software to it and that did not help. (see version information below).
I have now also noticed that it does not seem to understand 'ip dhcp snooping'.
