When I run the Out-of-Sync Summary report, I get quite a few entries that when I click the diff icon I get a message that says no differences found. The only thing I can think of is that when populating the Out-of-Sync Summary report it doesn't take into account the Excluded commands, but when running a diff report it does.
Any thoughts?

What I do to correct these devices in RME 3.5 (LMS 2.2) is compare the startup and running configs by going to RME > Config Mgmt > Compare configs > Startup vs. Running. This gets the devices out the Out of Sync reports. I've also found that a number of commands that are dynamic in nature like ntp, username, etc have to be added to the CommandsExcludes*.ini files in the /opt/CSCOpx/objects/cmf/data (I think that's where these CommandsExclude*.ini files live.

In RME 4.0 The Exclude commands can now be entered from the GUI instead of the file. The problem to your work around is the list in the Out-of_sync report has about a 100 devices in it. I did try your method on a handful but they remain in the out-of-sync report. These configs have the ntp commands but they are in the Exclude list.
