Packet Tracer routers 4321 & 4331 SFP modules?

In packet tracer 8.x there are routers 4321 and 4331 with some modules (serial, switchports) which I can put in.
But there are also SFPs which I can not use, because no module supports these SFPs.
For example for router 2911 there is a module which supports SFPs. First I put in this module and then I can use the SFP in this module.

Are the SFPs for 4321 and 4331 just added by mistake?
