I have a nearly empty configuration and trying to keep it that way. Using EEM to prevent wr me or copy run start or erase start anything I can think of excluding overwriting it from a file in flash. The problem I have is when someone does reload then the user can save their configuration and I need a way to prevent that.
It might simply be better to copy the file in flash to startup after rebooting and then configuration replace. I'm just struggling to think of the best ways.
And so you don't have to ask the reason is for keeping the out of band management accessible always at the same configuration with telnet enabled (line passwords and enable). This is a learning environment so they need access but I don't need them overwriting the empty configuration as they are not supposed to save their configurations on the devices at all. I usually use an out of band console server but this year we got new 4331 routers.

Try using 0x2141 config registry.
"xx4x" means ignores the config file.
"xxx1" means boots the first bootable image.

This would prevent my config from being active. So no telnet or OoB management.
