Router to switch fiber splitter

Greetings,

Can someone please share their knowledge and experience regarding below scenario.

Our customer wants to connect fiber from their internet modem to cisco 220 smart switches using a fiber splitter 1 to 8.

Will this work or we need to propose core switch to aggregate 220 uplinks and interface with internet modem.

Can a fiber splitter be used to interface internet modem to Cisco 220 access switches?  Is this possible without a core switch?
