RV215W Wireless-N VPN Firewall setup with Comcast static IP adderss

I have 2 sites I am trying to connect via a VPN using the RV215W wireless-n VPN Firewall. The main office has a handful of static IPs that are paid for through Comcast and 1 of them is assigned to the modem. When I plug the modem into the RV215W WAN port I am not able to access any sites, or access the router to configure the IP scheme I need. 

 

I plugged the router directly to my computer and configured it with the settings I am trying to implement but when I plug it into the modem, it doesn't work. I'm not a networking guru so some help would be appreciated.

 

The end result I am looking for is:

1 - The RV215W is acting as the DHCP server and issuing IPs to the main office.

2 - Main office and remote office are on the same IP scheme.

3 - Remote office connects to main office using the same model equipment.

 

Currently, I have a Netgear NightHawk router plugged into the modem and it is configured with one of the static IPs and is working flawlessly as the DHCP server.
