SImple ICMP deny command not working

Can someone explain to me what I need to do to get these routers to stop pinging> I included multiple deny ICMP commands and it is still pinging

must apply this ACL to interface 
via 

ip access-group in/out

I forgot to mention

I already applied it

there is 
permit icmp any any <- the traffic hit this line and bypass all other ACL line, remove it
