Telnet or managing remote ATM switch 8540

We have two switches 8540 connected via optical oc3 link each together. How can i manage the remote one via this optical link?

Note: There is no ARM module in the ATM switches. I`ve tried to do pvc from atm0 interface to the remote one, but i`m not able to ping or telnet it.

In a case there are ARM`s inside, it works fine, but that`s not my case.

I think the problem is with the configuration. If the POS interface is not configured properly you will not be able to ping or telnet the other end. For information on how to configure the POS interface correctly read the following document.
