I have a VPN server, it is ubuntu 18 based. The smart phone can use VPN to connect my VPN server(ubuntu18).

It can work.
Thus, I have an idea. Can I use Cisco router to replace smart phone? I want to use Cisco router VPN(interface tunnel) to ubuntu18.
Example, the tunnel configuration carries PPP header, include username and password. Or other methods.

You can build a site to site IPSec VPN between the Cisco route (assuming it has the correct licence) to Ubuntu. I recommend using StrongSwan on Ubuntu.
There are lots of articles about building site to site VPNs between Cisco and StrongSwan on the Internet.

But my idea is similar with DMVPN, not site to site VPN.
The ubuntu VPN server is like a DMVPN hub, and smart phones are like DMVPN spoke.
Can StrongSwan do it?

This sounds like an ordinary VPN server, so the awser is yes.
This is not like DMVPN as DMVPN has usually has a routed subnet behind each spoke.
