Does anyone know if Ciscoworks can manage the licensing involved with the new
IOS (ver15)? Can Ciscoworks be used as the licensing manager for new IOS?

No, CiscoWorks is not a licensing manager. There is a product for this, though. It's Cisco License Manager. See http://www.cisco.com/en/US/products/ps7138/index.html for more detials.
