You will have to supply some more context. What device is this? Can you provide more details about exactly what the CWE-319 occurrances are referencing?

If this is a router I my best guess is that this refers to telnet and SNMPv1/2 being enabled.

The screenshot really does not provide any useful nor workable information.  There is even no indication if the two occurrence(s) are affecting Cisco devices (or not).  It is like getting an urgent call about "network is slow" and nothing else.
