No, ASA doesn't work as a standalone proxy server.

You can use the CSC module if you would like to configure URL filtering and URL blocking, or alternatively, you can transparently proxy the HTTP and HTTPS traffic to ScanSafe Cloud on the next release major version of ASA code.
