Hi Jack
Its all about Mean Time Between Failures and measured in normal working hours.
Its usually tagged with all the products which gets onto the market.
I feel thats being done to show the competitive edge between the vendors or to compared the roubstness of the different equipments....

Hi Bro!
This is a very good question you’ve asked. Even I don’t know the correct answer. I don’t think many of us do, really. To my knowledge, Cisco doesn't publish those MTBF and MTTR values anymore in their product Data Sheet because these values can be misleading and misunderstood by clients.
However, the best way to seek this information is to speak directly to your local Cisco representatives, especially the Product Managers. They will know these accurate figures and are able to explain well.
However, as for me, what I normally tell my clients are, based the MTBF and MTTR value with Cisco’s EOS/EOL announcements. This is not accurate but can do :-)
Moving forward, to reduce your risk when it comes to MTBF and MTTR, you could always push this risk to your local Cisco Gold Partner with Maintenance Agreement singed-up.
P/S: If you think comment is useful, please do rate them nicely :-)
