Azure - new provisioning doesn't allow Resource Group selection

Is anyone else experiencing difficulties provisioning a new ASAv appliance from the Azure Marketplace? I do not have the ability to select an existing Resource Group when I get to the "Basics" settings page. The radio option to "Create New" or "Use existing" is there, but fully grayed out and its not clear why!

I have the same issue. I noticed that it is the same for the Fortigate FW Single and HA. 

We are going to open a case with MS ..... Will update if we get anywhere.
