Can I use L-AC-PLS-3Y-S1 across multiple devices or is it tied to 1 sn

Is the L-AC-PLS-3Y-S1 tied to just 1 serial number/device, or can it be used across multiple devices? I believe it is the latter - across multiple devices - but I just want to be certain. Secondarily, a related question, assuming we have 25-users (which this license covers), and if this license can be used across multiple devices, can one device support 12 and another device support 13-users?

Unlike Secure Client Advantage and Premier licenses, Secure Client VPN Only licenses are purchased for a specific headend device and not for the total number of Unique Users. So you can have multiple devices drawing from your Licensing pool.
