Cannot login to the FTD Chassis Manager

I inherited a Firepower 4115 pair. I can't find the local admin login for the Chassis manager. I do have the local admin login for Firepower Management Center. I also have console access with a local admin. I have an external user account that login to the Chassis, but that user cannot restart anything. 

I am new at Firepower. Is there a way to create a local chassis manager login account from what I have?
