can i change fail over IPs   by CLI on FTD 2110 .

Not if you are running the FTD image.

With all FTD platforms the HA configuration must be done from FMC.

If you have a working HA pair and need to reconfigure the failover address, I believe the only way to change that address is to first "force break" the pair. Then re-form the pair as if you were replacing a secondary unit.
