Hi Ivan, just to confirm: You are asking if Cisco ISE can act as a DHCP server and lease IP addresses to endpoints coming through VPN? If so, the answer is "No."
The latest version of ISE (2.1) introduced DHCP and DNS services but those are purely for 3rd party (Non-Cisco) NADs that do not support Central Web Authentication (CWA).
