Cisco Security Manager 4.22 SP1 install failure

It is not installed, it is not a service.  Is it necessary to load SP1 when doing incremental upgrades for CSM? We're trying to upgrade to 4.28.  We did have CrowdStrike uninstalled thinking that might be a problem.

No, SP need not be installed onto 4.22 in order to upgrade to 4.24.
