CSM 4.21 does not load policies

Hello 

I upgraded CSM from 4.19 to 4.21 and I have a problem. 

In one of the firewalls the access rules do not load. In Cisco Security Manager it shows 50 out of 211 loaded. 

But it is stuck in that it does not change. 

Any ideas?
