Enabling and Troubleshooting Type 6 Encryption

I am trying to enable type 6 security on an ISR 2951 running IOS 15.7(3)M8. I type "key config-key password-encrypt [password]" and "password encryption aes" and my key chain keeps using type 7 and my logins keep using type 5. How do I change both of these to type 6?

I've already read that documentation and implemented those steps. That doesn't
help me because both login and keychains are still type 5 and type 7
respectively.

This Video demonstrates how to upgrade type 7/0 passwords to Type 6 AES encryption. Type 6 Encryption replaces service-password encryption and will encrypt present and future plaintext (0) and type 7 encrypted passwords, however, it will not encrypt enable password or enable secret.
