How can I get cpu usage from fpr4125 via snmp? I Tied to use this oid 1.3.6.1.4.1.9.9.109.1.1.1.1.7.1 but it shows strange information about 8-9 Percent, however when I check cpu usage in the CLI I can show average about 20%

May be try download FTD MIB and test it :

What you see is expected: 20% on top half of CPU cores and 0% on others gives 10% on average. Intel hyperthreading will activate bottom CPU cores when load on top half reaches 45% or so (this is from experience which doesn't match Cisco documentation).
