IEV fails to install Cisco IDS Event Viewer Service on XP

I recently had to rebuild my Cisco IDS Event Viewer installation on my Windows XP machine. I've never had a problem running it before, but today it wouldn't run. So, I uninstalled, did two cold re-boots, and re-installed. It gave a message at the end of the install saying it couldn't open "Instal~1.bat" and no matter how I cleared/proceeded past that dialog box, it would say the install was successful and the machine should be rebooted. However, following the reboot, the MySQL service had been loaded, but not the Cisco IDS Event Viewer Service.

I have all the WindowsXP updates on my computer except for SP2.

I just tried to install IEV on an XP-SP2 virtual machine, and the IEVServer.exe fails to automatically start and produces an error dialog box. However, after manually starting the Cisco IEV service, it appears to operate fine.

What is the fix for IEV on XP with the latest updates?
