With no FMC, you are unable to use the Cisco Firewall Migration Tool (FMT). So, you must migrate the configuration manually (or use cloud-based Cisco Defense Orchestrator (CDO) management).
No, CDO is a subscription-based service which must be purchased. If you are working with a Cico partner or account manager you may be able to get a free 90-day trial to see if it suits your needs. During the trial period you could perform the migration using the tool built into CDO.
