passive mode ftp with IOS firewall

I am using an 800 series router with IOS V12.4 as a firewall for a Windows server running an ftp site. I have setup a static NAT, ACL and inspect rules so that active mode ftp works but passive doesn't. I realize that most browsers can switch between the two but I am working with a 3rd party app that only does passive mode. Is there something special I must do to get passive mode to work?

The command .. no ip ftp passive ...Allows all types of FTP connections (default)...are you using zone-based?

Not using the "no ip ftp passive" command so I should be good there. What is "zone-based"?
