Can any one give me config for PDM access to one specific ip address out side interface of firewall

Run the "setup" command to establish the public/private key pair and it'll also ask you for the location of the machine running PDM. Enter in this IP address.
If that doesn't work, then the command is simply:
> http server enable
> http x.x.x.x 255.255.255.255 outside
where x.x.x.x is the outside machine's IP address

great,but if i'm a teleworker conneting using VPN client and hooking up to the internet with fixed IP address.what is the config

Then you need to connect ot the inside interface of the PIX, so upgrade it to 6.3 and use the following command:
> management-access inside
Then allow the VPN pool of addresses to http to the inside interface, should get you going.
