Rate limit or CAR with a CISCO Firewall ASA 5540

Good Night:

This is my first post, but not the last (for sure), I am the network administrator in my company, we have 2 Mbps in one single link, I have to divide it in 2, one link of 1 Mbps for a client (especific ip address 10.101.6.1) and another link for the workers of 1 Mbps (can be by IP address also). I don't need to divide any bandwidth by  protocol. And should be great to set a CIR, because I don't want my client to complain.
