The necessary VPN sub-system is not available.

I have loaded the VPN Client 3.5.1C on a Windows 98 and also Windows 2000 client. On both systems, when I start the VPN Client, the following message is displayed:

"The necessary VPN sub-system is not available. You will not be able to make a connection to the remote IPSec server."

This is before userid, password, and destination address prompt window is displayed.

What am I missing?

BINGO!!!

After trying to get this to work after three days, I called the TAC so I could get access to the newest client (3.6.3). Loaded it, it detected the old version, uninstalled, rebooted, reinstalled. After that it all came together!! You have to have valid smartnet account to download the new client. This is what was holding me back.

I was having the same problem and you wouldn't believe how simple mine was to fix. After reading the first suggestion here on the services, I just went and checked my services the VPN service was disabled. I set it to automattic, started the service and viola, everything was fixed. Maybe people can check there first and see if your is as simple as mine was, I hope so,
